Learners who are blind or visually impaired continue to face systemic exclusion within South Africa’s education system due to the absence of structured orientation and mobility (O&M) training. Despite strong constitutional protections and binding international and African regional obligations, O&M services remain underfunded, poorly regulated, and inconsistently provided. As a result, learners’ safety, independence, dignity, and access to basic education are compromised. SECTION27 launched a new report highlighting a gap in the country’s education system: orientation and mobility training for learners who are blind and visually impaired. The Orientation + Mobility Report argues that without this support, thousands of learners are navigating both school and daily life without the tools they need to be safe, independent, and included.
